The
following is a description of the procedures and
processes used in the handling of hydrocarbon
contaminated soils at our Thermal Treatment Center at
Port Manatee, Fl. This facility will not handle or
process any materials classified as Hazardous Waste.
Prior to
receiving a shipment of soil, a certified analysis of
the contaminated soil will be required from the
customer. In addition, a certification and general data
sheet will also be obtained from the customer, attesting
to the source of the contamination.
Upon
approval of this data, the shipment will be scheduled
into the facility. In cases of emergency spill
clean-up, soil will be accepted and segregated until
analyticals are received and approved. Soils may be
shipped in bulk or drum quantities, by either truck,
rail or barge. When the soil arrives at the plant, it
will be weighed on Certified Scales and placed in an
enclosed storage area for untreated soils. All
pretreatment processing of the soil, such as screening,
crushing, etc. will be performed in this covered area to
prevent exposure to the environment.
The soil
will be loaded into the 450 foot long tunnel kiln and
processed at temperatures in excess of 1400 degrees F.,
in accordance with the operating conditions of one or
more of the above permit numbers. Following processing,
samples will be collected and composited for analysis.
All soils will be treated to meet F.D.E.P. standards (as
set forth in Chapter 62-775, Florida Administrative Code
(F.A.C.).) The treated soils will be stockpiled while
awaiting confirmation from an independent laboratory. A
copy of the analysis and a "Certificate of Remediation"
will be made available upon request and payment of all
invoices.
